If a certain number of Ports are already equipped with an efficient system and take steps to ensure the management of waste (certified collectors, port taxes including the unloading, Port environmental policy, waste management I.T. system), others may not afford such infrastructures for economical or technical reasons.

 
If Ports are compelled by international institutions to provide arriving ships with such collection facilities, their mission, however, is not to control ships : this is the role of the Port State Control.


However, it is asked of the Port to make sure that the departing ship has sufficient capacity for storing waste until the next call, otherwise the Port has the right to ask for the unloading of the exceeding quantity. Even if the management and the traceability of waste are not under the direct authority of the port, in case of water pollution, it would become their problem.
